Crisis Management Operation room opens in Baalbek

The UNDP Disaster Risk Management project at the Presidency of the Council of Ministers, opened a Regional Operation Room (ROR) for crisis management in the Governorate of Baalbek. A table top exercise was conducted for the first time in this region, simulating a flood scenario of. The opening took place on Monday 22 August 2016, at the Governorate headquarters in the presence of Baalbek-Hermel Governor Bashir Khodor, and Colonel Waleed Chaar representing Major General Mohammad Kheir Secretary General of the Higher Council for Defense and Ms. Nathalie Zaarour Project Manager of the Disaster Risk Management Unit at the Presidency of Council of Ministers

This important step was realized with the support of the Swiss Agency for Development and Cooperation, the European Union in Lebanon, the Embassy of the Netherlands in Lebanon, the German Embassy in Beirut, and the Government of Kuwait.

The DRR committee of Baalbek headed by the Governor, implemented the table top exercise with the support of the DRM team. The simulation was an opportunity to put into action the response plan to disaster risk, specifically tailored for the governorate of Baalbek-Hermel.

In the framework of “strengthening disaster risk management capacities in Lebanon” project and in accordance with the national response plan, the UNDP is supporting the establishment of ROR and drafting response plans in all Lebanese governorates. The response plans are based on risk assessments of every regions, taking into consideration the regions characteristics and vulnerabilities.

At the end of the exercise, Mr. Khodor thanked all participants in this event, especially the Presidency of the Council of Ministers, UNDP and all donor countries.

He also commended the role of the Lebanese government, and all the concerned agencies for their hard work on the implementation of this strategy. “Allow me to pay tribute, in particular, to the Governor of Baalbek Hermel Mr. Bashir Khodor for his efforts in today’s achievement.”

Finally, Colonel Waleed Chaar congratulated all participants in the table top exercise, praising their hard work and professionalism. He highlighted the importance of building capacities of the teams working on disaster risk management in Lebanon, and expressed Lebanon’s engagement in achieving the highest level of resilience.
