The purpose of the new framework is to engage all parties involved in the process both at government and private sector level and ensure that all activity is in line with online safety procedures.
The key stakeholders considered when drafting the TSM framework include the Prime Minister’s Office, Ministry of Finance, Ministry of Interior, the Telecommunications Regulatory Authority, the Identity Authority, the UAE Central Bank, Etisalat, Du in addition to a range of other banks and private sector companies.
The TRA has started holding preliminary meetings in order to ensure that the recommendations put forward by all concerned parties are incorporated into the framework and that a shared vision and clear action plan is established going forward.
The TSM has two main functions. Firstly, it will form a central point of contact for all those involved with mGovernment services. Secondly, it will secure and manage the life cycle of applications and mobile services starting from safe download process to the completion of the required procedures and mechanisms for user identification.
Given that mGovernment services will be provided in a very intricate ecosystem involving a number of parties, TSM will act as a central unit that is reliable, objective, qualified and able to mediate between the various parties involved to guarantee the safety of the services in question.
Mohamed Nasser Al Ghanim, Director General of the TRA said: “The Trusted Security Manager’ (TSM) initiative represents an important milestone in our journey towards comprehensive mGovernment service delivery in the UAE. In line with the directives issued by our wise leadership, the Trusted Security Manager’ will aid the mGovernment Initiative and help ensure the provision of government services are secure, responsive, interactive and above all best respond to the needs of its citizens to which they serve.” “The importance of the TSM lies in its establishment of a comprehensive safety plan and its capacity to manage the contractual agreements between the various parties involved. TSM also manages applications remotely tracking their progress in order to create a safe managerial environment. More generally, TSM will be critical as it verifies the entirety of data exchanged within the mGovernment system”, he added.
